Job summary

Systems Planning and Analysis, Inc. (SPA) seeks an experienced Financial/Program Manager to support OPNAV N1's Strategic Resourcing Branch and the PPBE process, helping oversee a multi-billion portfolio and align programs with Navy priorities.

The role involves cost-benefit analysis, budgeting, financial modeling, and data presentation; a SECRET clearance is required, with collaboration across cross-functional teams and senior Navy stakeholders.

Qualifications

• Bachelor's degree in Mathematics, Business, Physical/Applied Science, or management disciplines such as Business Administration, Accounting, Finance, Economics.
• Eight to Ten years of relevant work experience in finance, accounting, programming and/or systems analysis, POM.
• Strong analytical skills and ability to learn Navy financial planning/tracking databases quickly.
• Must be able to act independently with minimal supervision and maintain SECRET clearance.
• SECRET Clearance, and the ability to maintain it throughout employment.

Responsibilities

• Support resource programming cost-benefit analysis, forecasting, and financial analysis for Deputy Chief of Naval Operations for Personnel, Manpower, and Training (PMT) portfolio totaling ~$19.1B.
• Perform manpower costing, financial modeling, and capital and investment analysis and resource planning.
• Develop status reports, program risk assessments and use financial management tools.
• Prepare and present executive level products; complete Navy PPBE training and related tasks.
