Job summary

Hanwha Defense USA, Inc. in Arlington, VA seeks a Manager of Contracts, Munitions, to lead the contractual architecture of the munition portfolio from capture to closeout and negotiate with Army procurement offices and international partners.

You will ensure program requirements, schedules, and cost targets are met across production, development, and services. The role requires strong FAR/DFARS knowledge, DoD compliance, and experience with production awards, OTAs, and export controls.

Qualifications

• Bachelor's degree in business, law, public administration, or related discipline.
• Ten or more years of progressive Government contracts experience, incl. munitions/energetics.
• Three or more years of supervisory experience.
• Command of FAR/DFARS/AFARS; TINA, CAS; complex contract interpretation.
• Proven success negotiating high-value Army production awards.
• Experience negotiating and administering OTAs.
• U.S. citizenship required; ability to obtain Secret clearance; active preferred.
• Willing to travel domestically and internationally as needed.

Responsibilities

• Lead full contract lifecycle for production, development, engineering, and services.
• Draft, negotiate, and manage prime contracts, subcontracts, and teaming agreements.
• Negotiate and administer Other Transaction Agreements under 10 U.S.C. 4022.
• Structure and execute production contracts, IDIQs, multiyear procurements.
• Formulate negotiation strategy and lead government interface negotiations.
• Ensure compliance with first article testing, lot acceptance, DCMA regimes.
• Manage DPAS orders and priority performance obligations.
• Oversee domestic sourcing, Buy American, and material restrictions.
• Advise on industrial base expansion, property, and capital costs under CAS.
• Ensure regulatory alignment with safety, export controls and ITAR/EAR.
• Coordinate with export/compliance on licensing and deemed export exposure.
• Operate within FOCI controls and Technology Control Plan when dealing with foreign parent.
• Draft and manage IP licenses and tech transfer agreements with licensors.
• Manage intercompany agreements supporting program execution.
• Develop contractor business systems readiness and audit support.
• Oversee cybersecurity and CUI requirements under DFARS rules.
• Recruit, develop, and evaluate staff for the munitions contracts team.
