Duties, Responsibilities & Other




    Lead the technical review of complex civil engineering plans, site development proposals, and construction drawings submitted to local jurisdictions for compliance with applicable codes, regulations, and ordinances.
  • Oversee and validate that all designs align with local, state, and federal engineering standards, environmental laws, zoning regulations, stormwater management policies, and other governing requirements.
  • Provide expert-level analysis of infrastructure designs, including grading, drainage, roadway geometry, utility coordination, and erosion/sediment control measures to ensure high-quality, sustainable engineering practices.
  • Serve as a primary point of contact for developers, consultants, and contractors to interpret requirements, negotiate changes, and resolve high-level technical discrepancies in submitted plans.
  • Prepare and oversee detailed review reports, identifying critical compliance issues, major design conflicts, and providing clear recommendations for plan approval, modification, or denial.
  • Ensure that preliminary, final, and construction-phase submissions are consistent with jurisdictional long-range planning, capital improvement plans, and engineering design standards.
  • Review and certify advanced stormwater management calculations, hydrologic/hydraulic models, and grading analyses for accuracy and regulatory compliance.
  • Conduct and/or lead site inspections to verify field conditions, investigate noncompliance, or support enforcement efforts in challenging or high-profile cases.
  • Advise planning and engineering staff on complex technical matters, policy updates, and implementation of best practices, contributing to continuous improvement of internal procedures.
  • Represent the engineering department in public meetings, zoning boards, and technical advisory committees, effectively communicating engineering decisions and addressing stakeholder concerns.
  • Maintain comprehensive documentation of reviews, technical evaluations, decisions, and correspondence to support transparency, legal defensibility, and institutional knowledge.
  • Support code enforcement actions and stormwater compliance reviews, especially for projects requiring mitigation or remediation.
  • Mentor junior engineers and reviewers by providing training, guidance, and technical oversight to ensure quality and consistency across reviews.
  • Coordinate with interdepartmental teams, legal counsel, and regulatory agencies to address multifaceted engineering and permitting issues.
  • Contribute to the jurisdiction's strategic initiatives by identifying opportunities for improved engineering practices, digital workflow integration, or ordinance modernization.





Qualifications




  • Bachelor's degree in Civil Engineering or a closely related discipline from an accredited institution.
  • Licensed Professional Engineer (PE) in Maryland or Delaware (dual-state licensure or ability to obtain within 6 months preferred).
  • Minimum of 10 years of progressive experience in civil engineering, with an emphasis on land development, infrastructure planning/design, and municipal plan review.
  • Demonstrated experience working with or for local governments on development review, permitting, and public infrastructure evaluation.
  • In-depth knowledge of zoning codes, land use regulations, stormwater policies, and environmental permitting requirements.
  • Advanced proficiency with engineering and design tools (AutoCAD, Civil 3D, GIS, hydrology modeling software, etc.) and strong familiarity with digital plan review platforms.
  • Proven ability to lead and review advanced engineering calculations, grading plans, drainage system designs, and utility layouts.
  • Exceptional written and verbal communication skills, with a strong ability to distill technical content for both technical and non-technical audiences.
  • Confident and effective public speaker capable of presenting complex information at public hearings, technical workshops, and stakeholder meetings.
  • Strong analytical and strategic thinking skills with the ability to assess risks, resolve conflicts, and recommend pragmatic solutions.
  • Keen attention to detail and a commitment to technical accuracy and regulatory integrity in all aspects of engineering review.
  • Proven track record of managing multiple large-scale or high-profile projects simultaneously under tight deadlines.
  • Excellent organizational and leadership skills, including mentoring, delegation, and performance oversight.
  • Willingness to perform fieldwork and inspections to support decision-making and verify on-the-ground conditions.
  • High ethical standards and a commitment to professional responsibility, public service, and community well-being.
  • Ability to work collaboratively with municipal staff, consultants, and developers while upholding the public interest and regulatory framework.
  • Deep understanding of the municipal development review process, including ordinance interpretation, public hearings, permitting workflows, and interagency coordination.
  • Commitment to lifelong learning and professional development through continuing education, conference participation, and industry engagement.
