Job summary

Phillips 66 is seeking a Sr Project Development Engineer to develop growth and optimization projects across Midstream operations, including transportation, logistics, gas gathering and processing. You will lead conceptional design, cost estimation, and execution strategies to optimize assets and deliver value.

The role requires 5+ years in midstream oil & gas, with strong collaboration across business units and stakeholders.

Qualifications

Bachelor’s degree or higher in Engineering, Construction Management, or related field.
5+ years of engineering experience in Midstream and/or Downstream oil and gas.
Experience developing and executing oil and gas infrastructure projects with focus on scope, cost, and schedule.

Responsibilities

Conduct conceptional design for projects involving assets moving crude, refined products, NGLs, natural gas, CO2, H2, ammonia, and other products.
Develop budgetary and detailed cost estimates for Midstream and Value Chain projects, including assets expansion, 3rd party connectivity, storage terminals, pipelines, and gas gathering.
Outline project execution strategy considering size, complexity, and risks; generate cost-effective schedules.
Consult with cross-functional teams to establish priorities and project scope for internal and external customers.
Integrate multiple functions to align scope and verify operability; present projects to management for funding.
