Qualifications

• 9+ years of enterprise/solution/technology architecture leadership for large programs or roadmaps.
• 7+ years of Medicaid, MMIS, healthcare payer, or government healthcare experience with state agencies or clients.
• Strong expertise across application, data, integration, cloud, infrastructure, and security architectures with legacy modernization experience.
• Experience establishing architecture governance using methodologies and tools like LeanIX, TOGAF, or equivalents.
• Deep understanding of SDLC, DevSecOps, CI/CD, security, privacy, compliance, risk management, and lifecycle governance.

Responsibilities

• Define and drive the technology architecture strategy, roadmap, and modernization initiatives for a large-scale Medicaid account, aligning investments with business objectives.
• Lead architecture governance, establish standards and best practices, and oversee application, integration, cloud, infrastructure, and security architectures.
• Serve as the senior technical advisor to state Medicaid agencies, partnering with stakeholders to support planning, governance, audits, and modernization efforts.
• Guide application modernization, cloud adoption, API and integration strategies, ensuring scalable, secure, and resilient solutions aligned with enterprise standards.
• Ensure compliance with Medicaid, HIPAA, CMS, NIST, IRS 1075, and other regulatory requirements while promoting secure-by-design practices.
• Drive interoperability and data-exchange strategies, supporting APIs, integrations, ETL, and healthcare interoperability frameworks.
• Lead risk management, technical debt, and lifecycle governance across the software development lifecycle for mission-critical Medicaid systems.
