Job summary

Phillips 66 & You — Phillips 66 is seeking a Senior Engineer II, Mechanical, Projects to serve as the owner’s engineer for fixed equipment and piping within the Refining Business Unit Projects. The role involves technical support, reviews of deliverables from EPCs and vendors, and guiding junior engineers to ensure safe, reliable, and cost-effective project execution.

The position requires relocation to Houston, TX, with up to 30% domestic travel and potential international travel to fabricators

Qualifications

  • Legally authorized to work in the job posting country
  • Bachelor’s degree in Engineering or related field
  • 10 or more years of petrochemical, refining, or related industry experience
  • Broad experience and understanding of plant maintenance, operating, inspection, reliability, and project practices
  • Possess or ability to obtain a TWIC card
  • Possess a valid driver’s license
  • Able to travel up to 30% of time domestically to Phillips 66 plants with potential for international travel to fabricators or contractors

Responsibilities

  • Support mechanical scope development and execution for capital projects, with responsibility for technical input, scope development, and early risk identification
  • Review mechanical project scope, design basis, process conditions, design conditions, and execution strategies to confirm alignment with project objectives, site requirements, company standards, and applicable codes
  • Review and provide technical guidance on pressure vessels, exchangers, tanks, piping systems, solids handling equipment, and related mechanical scope
  • Review EPC, vendor, fabricator, and third‑party engineering mechanical deliverables to verify completeness, technical adequacy, constructability, and compliance with Phillips 66 requirements
  • Support quality assurance over mechanical deliverables to verify that fixed equipment and piping designs meet site expectations and project requirements
  • Review equipment layout, piping routing, access, maintainability, operability, and constructability considerations during project development
  • Help assure appropriate design conditions, metallurgy selections, corrosion allowances, welding procedures, inspection requirements, and mechanical integrity considerations are incorporated into project designs
  • Perform or review bolted joint assessments and flange management considerations for critical service applications
  • Review IFA and IFC mechanical design packages to verify technical quality, completeness, constructability, and alignment with project requirements and approved design basis
  • Participate in project milestone reviews including kickoff meetings, design reviews, model reviews, constructability reviews, and issue‑for‑approval / issue‑for‑construction package reviews
  • Support mechanical engineering aspects of Management of Change and help ensure changes are technically justified, properly documented, and effectively implemented
  • Provide technical input to contractor and vendor selection, fabrication strategy, inspection planning, and quality hold points for critical equipment
  • Support project teams in identifying mechanical risks, scope gaps, and early engineering needs during FEL to reduce execution risk
  • Coordinate with inspection, corrosion, reliability, process safety, operations, maintenance, procurement, construction, and project management stakeholders to ensure mechanical scope is integrated into the overall project
  • Support field execution by helping resolve technical issues, reviewing proposed changes, and providing practical recommendations while maintaining focus on safety, operability, reliability, cost, and schedule
  • Capture and communicate mechanical lessons learned from project execution to support continuous improvement and improve future project quality and predictability
  • Support development and improvement of mechanical engineering work processes, specifications, standards, and guidelines
  • Coach and mentor less experienced engineers and EPC personnel on expectations for sound mechanical project execution
  • Promote safe work practices and reinforce expectations for technically sound, practical, and sustainable project solutions
  • Help manage project scope, cost, and change within assigned responsibilities
  • Establish priorities, deliverables, and deadlines aligned with project objectives and business needs
  • Successfully manage competing priorities and multiple assignments while maintaining focus on business value and technical quality
