Job summary

Overview

Senior IOC Technology Manager provides strategic leadership, operational oversight, and fiscal management for the technology ecosystem supporting the DFW Airport Integrated Operations Center (IOC). Primary authority for mission-critical IOC technologies, ensuring reliability, availability, security, performance, and continuous improvement in a 24/7 environment. Leads technical teams, manages vendor relationships and technology investments, directs complex system integrations, and provides executive-level decision-making during operational incidents to minimize disruption to airport operations. Collaborates with internal stakeholders, external partners, airlines, and regulatory agencies to align IOC technologies with Airport Board objectives and operational requirements.

Principal Duties and Responsibilities
  • Lead multiple technical teams, conduct employee performance evaluations, participate in personnel reviews, aid in career development, and interview prospective employees.
  • Advise the Assistant Vice President of Enterprise Systems in planning and organizing section activities, including scheduling and assigning work to meet completion dates and resource needs.
  • Partner with executive leadership, airlines, government agencies, and operational stakeholders to identify technology solutions that enhance situational awareness and operational decision making.
  • Provide guidance to departments on acquisition, operation, and maintenance of specialized systems.
  • Proactively monitor system performance and health at the Integrated Operations Center and respond when systems fail to meet metrics.
  • Review current and proposed software systems for compatibility with other systems and future needs.
  • Provide emergency on-call response for one or more applications.
  • Provide customized training and training documentation on current and future functionality of supported software systems.
  • Participate in cross-functional teams to implement improved business solutions and processes based on strategic plans.
  • Participate in production rollout changes and establish new standards with documentation and change management board communication.
Minimum Requirements
  • Bachelor's degree in business, computer science, information technology or related field.
  • Eight (8) years of experience supporting complex business applications, airport operations, airline operations, emergency management systems, or related field.
  • Two (2) years of supervisory experience.
  • Any equivalent combination of education and/or experience may be substituted for the above.
  • Possession of a valid Class C driver's license.
Required Knowledge, Skills and Abilities
  • Knowledge of systems analysis and design, including software development and documentation.
  • Experience with real-time and near real-time system integrations, real-time dashboards, and event-driven data flows.
  • Ability to diagnose and troubleshoot complex technical issues (software and hardware).
  • Ability to develop and implement strategic technology roadmaps aligned with organizational objectives.
  • Ability to lead multiple teams and manage competing priorities in a dynamic operational environment.
  • Ability to influence executive leadership and build consensus among diverse stakeholders.
  • Ability to manage vendor performance, negotiate contracts, and oversee SLAs.
  • Experience with virtual server management including Microsoft Windows Server and Linux.
  • Experience leading complex projects spanning multiple departments.
  • Knowledge of current IT trends and best practices.
  • Ability to establish and maintain effective working relationships with cross-functional teams.
  • Ability to plan and develop time and cost estimates for project activities.
  • Strong written and verbal communication skills at all organizational levels.
  • Oversees configuration management of IOC systems including bug analysis, patch testing/implementation, and support analysis.
Desirable
  • Experience with airport/airline operations centers.
  • Experience with relational database management systems.
  • Understanding of geospatial data and technologies.
  • Programming and scripting experience (C#, JavaScript, Python, SQL).
Special Requirements
  • Must obtain a SIDA Airport Identification/Access Badge within 30 days of employment and maintain qualification for badge upon renewal.
  • For Public Safety Systems: CJIS certification required or to be obtained within 30 days.
