Job summary

Empire State Development, NYS is seeking a Senior Manager, Data Strategy & Analytics to lead its data strategy and analytics capabilities for New York's semiconductor expansion. You will partner with IT and program teams to ensure reliable data and actionable insights for leadership decisions.

Qualifications

• Bachelor's degree in data analytics, information systems, computer science, statistics, GIS, economics, public policy, or related field.
• 5+ years of progressively responsible experience in business intelligence, data analytics, CRM implementation, or related work.
• Hands-on experience configuring or implementing enterprise CRM with Dynamics 365 experience preferred.
• Strong Power BI skills including data modeling, DAX, and drill-through reporting.
• Proficiency in SQL and relational data concepts; ability to document analytical methods and communicate findings to non-technical audiences.
• Leadership and collaboration skills to manage competing priorities across program and technical teams.

Reporting to the Director of Strategy Operations, this role establishes reliable data across GO-SEMI programs, develops analyses to guide leadership investment decisions, and builds dashboards and reporting tools using Microsoft Dynamics 365 and Power BI. The Manager will shape GO-SEMI's analytics roadmap, work across program teams and IT partners, and translate complex data into practical guidance for non-technical audiences.

Key qualifications:
