Job summary

The City of Lynchburg is seeking a Benefit Programs Manager to plan, organize, and direct the operation of public assistance programs for the Human Services Department. This role directly supervises Benefit Programs Supervisors and ensures compliance with federal, state, and local laws affecting program delivery.

The position focuses on leadership, program integrity, data-driven decision making, and cross-department collaboration to ensure effective service to residents.

Qualifications

• Bachelor's degree in human services, management, or related field.
• Possession of valid driver's license issued by the Commonwealth of Virginia.
• Must complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment.

Responsibilities

• Plans, organizes and directs the workload and activities for all Benefit Programs units.
• Coordinates, monitors, reviews and evaluates performance of the Benefits Section.
• Directly supervises six Benefit Programs Supervisors; oversees staff.
• Ensures compliance with federal, state and local laws and policies.
• Prepares and reviews reports on program performance and service delivery.
• Collaborates with regional and state authorities to ensure program integrity.
