Job description

  • Manage day-to-day activities and operations of the Analytics & Data Science department
  • Serve as the primary contact and resource for staff
  • Provide oversight, direction, development, problem resolution, and leadership for the Analytics & Data Science team
  • Transform data into meaningful and actionable information for customer segments
  • Perform strategic data analysis supporting medical management programs, quality and value-based partnerships, and provider reimbursement strategy
  • Establish measurement standards and identify relationships within data to analyze trends and healthcare issues
  • Administer and maintain knowledge of BCBSAZ systems, procedures, forms, and manuals
  • Maintain department documentation, computer files, policies, and procedures
  • Keep staff informed of updated standards, systems, procedures, forms, and manuals
  • Define and improve quality, quantity, and timeliness standards for department performance
  • Provide guidance, motivation, and encouragement to staff
  • Conduct performance evaluations, coordinate training needs, and make employment recommendations
  • Consult and coordinate with internal departments, external Blue Plans, business partners, and government agencies
  • Create technical solutions and analytical tools to address business issues
  • Monitor economic and healthcare issues affecting trends and prepare presentations of results and conclusions
  • Serve as an internal consultant, define analytical needs, and help end users interpret analytical results
  • Explore data sources and determine producible metrics
  • Analyze, interpret, and communicate information to facilitate decisions and actions
  • Develop performance measurement tools and approaches
  • Evaluate analytical findings and data-mining results for accuracy and meaning
  • Research metric developments from CMS, NCQA, AHRQ, Leapfrog, and other governmental and national entities
  • Present research findings and recommendations
  • Lead analysis and mining of multiple data sources, statistical sampling, and statistical model development, testing, and implementation
  • Summarize and present findings to executive leadership
  • Design and monitor custom dashboards and identify improvement opportunities
  • Research and define key metrics and data sources
  • Perform other assigned duties
Requirements
  • 10 years of experience in data science, data analytics and reporting, or scientific analysis (Senior Manager level)
  • 7 years of experience in a management role (Senior Manager level)
  • Bachelor's degree in business, mathematics, statistics, healthcare administration, or a related field of study
  • Intermediate PC proficiency
  • Intermediate skill using office equipment, including copiers, fax machines, scanners, and telephones
  • Basic skill in word-processing and presentation software
  • Intermediate proficiency in database, spreadsheet, statistical analysis, query and data-mining, and business intelligence software
  • Advanced project management skills
  • Advanced mathematics and statistics skills
  • Working knowledge of classification tools, including ICDs, DRGs, ACGs, and ETGs
  • Ability to maintain confidentiality and privacy
  • Analytical skills in observing and documenting processes at a detailed level
  • Proficiency in process improvement and business process design
  • Ability to analyze and research data and propose solutions
  • Ability to use classification tools and manipulate large quantities of data
  • Ability to plan, organize, and manage assigned personnel
  • Advanced knowledge of HRIS systems, employment law, and HR regulations
  • Ability to optimize resources and plan staffing changes
  • Ability to build effective teams
  • Ability to implement new processes and procedures
  • Must reside and perform work within the State of Arizona
