Job description

• Manage the day-to-day operations and activities of the Analytics & Data Science department
• Provide oversight, direction, development, problem resolution, and leadership for the Analytics & Data Science team
• Transform data into meaningful and actionable information for customer segments
• Support medical management programs, quality and value-based partnerships, and provider reimbursement strategy through strategic data analysis
• Establish measurement standards and identify previously unknown relationships in data
• Maintain knowledge of BCBSAZ systems, procedures, forms, and manuals
• Maintain department documentation, computer files, policies, and procedures
• Define and improve quality, quantity, and timeliness standards for performance goals
• Guide, motivate, and evaluate staff; coordinate training needs and make employment recommendations
• Consult and coordinate with internal departments, external Blue Plans or business partners, and government agencies
• Create technical solutions and analytical tools to address business issues
• Monitor economic and healthcare issues and prepare presentations of results and conclusions
• Serve as an internal analytics consultant and help end users interpret and apply results
• Explore data sources and determine potential metrics
• Analyze, interpret, and communicate information in decision-support formats
• Develop performance measurement tools and maintain knowledge of emerging measurement standards
• Evaluate analytical findings and data-mining results for accurate interpretation
• Research metric developments from CMS, NCQA, AHRQ, Leapfrog, and other governmental and national entities
• Lead analysis and mining of multiple data sources, selection of statistically valid samples, and development, testing, and implementation of statistical models
• Present findings to Executive Leadership to drive business decisions
• Design custom dashboards, define key metrics and data sources, and monitor dashboard effectiveness
• Perform other duties as assigned

Requirements

• 10 years of experience in data science, data analytics and reporting, or scientific analysis for Sr Mgr grade 36
• 7 years of experience in a management role for Sr Mgr grade 36
• Bachelor's Degree in business, mathematics, statistics, healthcare administration, or related field of study
• Intermediate PC proficiency
• Intermediate skill in use of office equipment, including copiers, fax machines, scanners, and telephones
• Basic skill in word processing and presentation software
• Intermediate proficiency in database, spreadsheet, statistical analysis, query/data mining, and business intelligence software
• Advanced skill in project management
• Advanced skill in mathematics and statistics
• Working knowledge of classification tools such as ICD, DRGs, ACGs, and ETGs
• Ability to maintain confidentiality and privacy
• Professional communication with internal and external customers
• Analytical skills in observing and documenting processes at a detailed level
• Proficiency in process improvement and business process design
• Ability to analyze and research data and propose solutions
• Ability to use classification tools and manipulate large quantities of data
• Ability to plan, organize, and manage the work of assigned personnel
