Job description

F&A Technologies LLC (F&A), an emerging Service Disabled Veteran Owned Small Business (SDVOSB), is seeking a Program Manager to oversee and coordinate the delivery of Development, Security, and Operations (DevSecOps) services for the USCG Aviation Logistics Center’s Information Systems Division (ISD). This role requires extensive experience in managing complex IT programs within a USCG or Department of Homeland Security (DHS) environment, ensuring alignment with mission‑critical objectives, and providing leadership to multidisciplinary teams. The Program Manager will serve as the primary liaison between the Contractor and USCG stakeholders, ensuring compliance with USCG policies, DHS directives, and federal cybersecurity standards while driving the successful execution of task order requirements.

Key Responsibilities
  • Program Leadership: Organize, assign responsibilities, and oversee the successful completion of all assigned IT tasks across Development, Operations, Configuration Management, Information Assurance, and Platform/Operational Technology teams
  • Stakeholder Engagement: Act as the primary point of contact between the Contractor and USCG personnel, including the Contracting Officer (KO) and Contracting Officer’s Representative (COR), to ensure seamless communication and alignment with USCG priorities.
  • Project Management: Develop, maintain, and implement Program Management Plans and Technical Specifications Plans, ensuring adherence to Systems Engineering Life Cycle (SELC) processes and Agile/DevSecOps methodologies.
  • Technical Direction: Provide expert guidance on IT systems engineering, cloud management (e.g., AWS, Azure), and cybersecurity practices, leveraging USCG specific experience to address operational and logistical challenges.
  • Resource Management: Schedule and assign duties to a team of technical subordinates, ensuring tasks are completed within estimated costs and timelines while maintaining high performance standards.
  • Reporting and Documentation: Prepare and deliver written and oral reports to USCG and Contractor management, including monthly progress reports (MPR), staffing matrices, and Systems Engineering Life Cycle (SELC) documentation.
  • Risk Mitigation: Anticipate and resolve program challenges, identifying innovative solutions compliant with USCG Enterprise Architecture (EA) policies and DHS security directives.
  • Compliance Oversight: Ensure all deliverables meet Section 508 accessibility standards, DHS 4300A security policies, and USCG Commandant Instructions (e.g., COMDTINST 5500.13H Cybersecurity Governance).
Minimum Qualifications
Experience
  • Eight (8) years of experience providing technical direction and project management in IT systems engineering or systems integration projects, with at least three (5) years in a supervisory role.
  • Five (5) years of direct experience working with the USCG or DHS, preferably supporting aviation logistics, IT operations, or cybersecurity initiatives.
  • Five (5) years of experience with change management and process improvements in an Agile/DevSecOps environment.
  • Demonstrated expertise in managing enterprise IT systems within a USCG context, including familiarity with ALC ISD systems (e.g., Aviation Logistics Support System ALSS) and USCG Standard Workstation Image compatibility.
Education
  • Bachelor’s or Associate’s degree in Computer Science, Information Technology, Engineering, Business Management, or a related field; or a minimum of a Project Management Professional (PMP) certification or equivalent. Five (5) years of relevant experience may substitute for two (2) years of education.
Certifications
  • Industry standard certification such as PMP from the Project Management Institute (PMI) or equivalent is required.
  • Familiarity with USCG specific tools (e.g., Enterprise Mission Assurance Support Service - eMASS) and processes (e.g., Risk Management Framework - RMF) is highly desirable.
Technical Skills
  • Proficiency with project management and collaboration tools such as Jira, Confluence, and Bitbucket (minimum 2 years of experience).
  • Knowledge of cloud platforms (AWS, Azure) and their application in USCG IT environments.
  • Understanding of USCG cybersecurity governance, including NIST SP 80053, FISMA, and DoD STIG compliance.
Soft Skills
  • Exceptional oral and written communication skills to interact with USCG Command staff, technical teams, and senior management.
  • Proven ability to lead cross‑functional teams and foster collaboration in a geodispersed workforce.
Preferred Qualifications
  • Prior experience supporting USCG Aviation Logistics Center (ALC) or ISD missions, including logistics, depot level maintenance, or financial systems.
  • Background in managing 24/7 IT operations, such as helpdesk support or after hours system maintenance, within a USCG context.
  • SECRET clearance or higher, reflecting prior work with sensitive or classified USCG systems.
Additional Requirements
  • Must complete a Non Disclosure Agreement (DHS Form 11000-6) within five (5) business days of starting work.
  • Ability to obtain and maintain a Common Access Card (CAC) and ALC ID badge through successful completion of a background investigation (BI).
  • Willingness to perform on‑demand engineering and project management reviews (minimum of 12 annually) and support future engineering efforts as directed by the USCG.
