Job summary

Florida Department of Business and Professional Regulation in Tallahassee seeks a Senior Management Analyst II-SES to provide advanced administrative and fiscal support within the Division of Technology.

The role serves as Contract Manager, Budget Liaison, and backup HR Liaison, requiring independent work, procurement knowledge, and leadership over staff in a complex state environment.

Qualifications

• Knowledge of State of Florida budgeting, accounting, purchasing, and procurement processes.
• Ability to analyze financial and operational data and develop recommendations.
• Ability to supervise, train, and provide guidance to staff.
• Proficiency with Microsoft Office and applicable state financial and purchasing systems.
• Four (4) years of leadership experience, including supervisory or management experience or experience leading a team or project.
• Experience with budget development, monitoring, or administration.

Responsibilities

• Prepares quarterly spending plans and budget transfers to maintain appropriation balances.
• Reviews purchase requisitions, contracts, and purchasing documents for budget authority.
• Monitors contract spending and maintains vendor documentation for compliance.
• Coordinates with vendors for quotes and contract renewals to support procurement.
• Guides Division P-Card users on object codes and appropriation categories.
• Supervises and trains the division's Purchasing Specialist.
• Reviews personnel actions for budget availability and tracks salary and vacancies.
• Coordinates with OPB and budget analysts on fiscal matters and advises CIO on issues.
• Reviews legislative bills and prepares cost estimates for IT implementations.
• Assists with LBRs and reviews SOWs and procurement documents for bidders.
• Performs special projects, reports, and other duties as requested by the CIO.
• Performs other work-related duties as required.
