Responsibilities

  • End-to-end travel management: review and clear complex domestic and international itineraries and vouchers.
  • Ensure JTR and FTR compliance for travel and lodging; maintain audit readiness.
  • Record and reconcile Line of Accounting data; coordinate funding with budget offices.
  • Monitor travel dashboard, clear pre-audit flags, and process GTCC settlements.
  • Manage executive calendars and gatekeeping for Deputy Director and staff.
  • Prepare and review executive briefs, correspondence, and briefing books.
  • Coordinate VIP visits and protocol for distinguished guests.
  • Oversee document control, records management, and secure data handling.
  • Support ATAAPS/time and attendance processes for designated personnel.

PeopleTec is currently seeking a Senior Management Analystto support our Fort Bevoir, VAlocation.

PeopleTec, Inc. is seeking a Senior Management Analyst to support our Fort Belvoir, VA operations for the newly formed Capability Program Executive (CPE) Organization. In this role, the contractor will provide high-visibility, autonomous, and non-personal administrative, clerical, and advanced travel management services directly supporting the Deputy Director (General Officer / SES equivalent). Operating within a high-tempo, zero-fail environment, the incumbent functions as the principal gatekeeper, trusted administrative advisor, and protocol coordinator. This role requires immediate self-sufficiency, flawless execution, a deep command of military protocol, and master-level execution of defense administrative workflows.

Core Responsibilities & Duties:

Advanced DTS Management & JTR Compliance

  • End-to-End Travel Architecture: Orchestrate, review, and clear highly complex domestic, international, and multi-destination travel authorizations and vouchers for the Deputy Director and accompanying staff aides.
  • Joint Travel Regulations (JTR) Compliance: Apply an expert-level interpretation of the JTR, Federal Travel Regulations (FTR), and command policies to guarantee all travel itineraries, premium-class travel, lodging, and TDY agendas are legally compliant and audit-ready.
  • Line of Accounting (LOA) & Financial Reconciliation: Independently research, assign, and verify complex Lines of Accounting. Coordinate directly with defense comptroller and budget shops to secure cross-organizational funding lines for high-priority operational movements.
  • Dashboard Monitoring & Voucher Settlement: Monitor the organizational travel dashboard daily to clear pre-audit flags, resolve "stuck" routing lines, and process manual amendments. Ensure all travel vouchers are submitted in an expedited manner for prompt settlement of the traveler's government travel charge card (GTCC), eliminating leadership delinquency risk.

High-Level Executive Management Administration & Protocol

  • Calendar Architecture & Gatekeeping: Structurally manage, synchronize, and de-conflict the master daily calendar of events for the Deputy Director and senior staff. Proactively anticipate scheduling friction, protect leadership's time, and coordinate with geographically separated offices to assemble daily read-ahead materials and executive brief books 24-48 hours in advance.
  • Staff Package & Tasking Administration: Serve as the primary entry and exit control gate for all executive correspondence. Track, route, and enforce suspense dates on short-fuse tasks using automated defense networks (e.g., TMT, CATMS). Review incoming and outgoing documentation, briefings, and correspondence for perfect clarity, formatting, grammar, and compliance with military style guides before presentation for executive signature.
  • Distinguished Visitor (DV) & Protocol Operations: Coordinate administrative logistics, seating charts, and tailored itineraries for visiting VIPs, flag officers, civilian dignitaries, and business associates in strict compliance with service-level protocol manuals.
  • Advanced Document Control & Briefing Development: Apply extensive knowledge of the Microsoft Office Suite and Adobe Acrobat to develop polished, executive-level PowerPoint briefings, complex Excel spreadsheets, and official documentation. Serve as a staff advisor on the practical translation and implementation of command administrative policies.
  • Information Security & Records Management: Establish and execute rigorous procedures for controlling reports, records, and correspondence originating in or maintained within the office. Establish permanent and temporary files for important classified and unclassified projects. Safeguard classified material, overseeing the secure transmission, documentation, and destruction of sensitive data.
  • Time & Attendance Support: Oversee the efficient administration of the Automated Time Attendance and Production System (ATAAPS) for designated personnel.
Qualifications

Required Skills/Experience:

  • 5-8 years of experience providing dedicated executive administrative, clerical, or management analyst support within a Department of Defense (DoD) or corporate environment.
  • Direct Leadership Support: Documented experience supporting a diverse senior leadership team, including Flag/General Officers, SES government civilians, or corporate senior executives.
  • Systems Experience: Hands-on experience executing workflows within the Defense Travel System (DTS) and the government Automated Time Attendance and Production System (ATAAPS).
  • Office Infrastructure: Extensive experience utilizing MS Office to coordinate complex master calendars, author executive communications, develop documentation, and implement secure physical/digital filing systems.
  • DTS Mastery: Documented, hands-on experience navigating line-of-accounting structures as a DTS Author or Reviewer.
  • System Proficiencies: Advanced operational capability with automated military tasking software (TMT, CATMS, or equivalent), ATAAPS, and the Microsoft 365 productivity suite (Word, Excel, PowerPoint, Outlook, SharePoint).
  • Core Competencies: Fluency in the Joint Travel Regulations (JTR) and standard military correspondence style guides. Exceptional oral and written communication skills.
  • Adaptability: Proven ability to work in a dynamic, high-pace, and detail-oriented environment, operating both independently as a self-directed contractor and collaboratively within a team.
  • Must be a U.S. Citizen
  • An active DoD Secret clearance is required to perform this work. Candidates are required to have an active Secret clearance upon hire, and the ability to maintain this level of clearance during their employment.

Education Requirements:

  • Bachelor’s degree from an accredited institution.
