Job summary

DC Government is seeking a senior advisor to lead legislative affairs for the Department of Housing and Community Development (DHCD). The role provides oversight of legislative strategy, analyses proposals and enacted laws, and coordinates communications to executive leadership and program areas.

The incumbent guides testimony, fiscal and policy analyses, and regulatory actions, ensuring DHCD positions are clearly presented and aligned with housing and community development objectives.

Qualifications

• Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Responsibilities

• Serves as the senior departmental advisor on legislative affairs and provides authoritative analyses and recommendations concerning proposed and enacted legislation and its effects on DHCD programs, operations, funding, policies, and objectives.
• Plans, directs, and coordinates the Department’s legislative strategy for proposed legislation and other legislative initiatives; establishes processes for identifying legislative priorities and communicates developments to affected program areas and executive leadership.
• Directs development of legislative tracking and information management; monitors legislation from introduction to enactment and implementation; prepares testimony, responses, briefing materials, and policy analyses.
