Job summary

City of New York seeks a Director of External Affairs within DCAS to lead legislative and intergovernmental initiatives. You will analyze pending proposals, guide communications strategies, and serve as a primary liaison to City Hall and other agencies.

The role emphasizes state legislative items and coordination with the Mayor’s Office as needed. The ideal candidate will have strong communications and government relations experience, with executive leadership skills and the ability to develop

Qualifications

• Master’s degree with three years in business promotion, urban planning, economic or related fields, with two years in management.
• Bachelor’s degree with five years of related experience, including two years in leadership roles.
• Equivalent education/experience accepted with two years managerial/executive experience and a high school diploma or equivalent.

Responsibilities

• Develop and advance the agency's legislative and regulatory agenda in coordination with the Commissioner and executive staff.
• Serve as the primary liaison to City Hall, elected officials, and sister agencies on high-level matters.
• Coordinate intergovernmental and public affairs activities with other city agencies and partners.
• Establish relationships with community boards and leaders to support the agency's work.
• Lead preparation for City Council hearings, task forces, and oversight, including testimony and talking points.
• Monitor legislative developments and provide strategic recommendations to agency leadership.
• Lead implementation of the government affairs and external relations strategy.
• Oversee responses to inquiries from City Hall and City Council, ensuring accuracy and timeliness.
