Qualifications

• Bachelor's degree from a regionally accredited four-year college or university.
• Three and one-half years of professional HR management experience in HR functions such as recruitment, placement, labor relations, and staff development.
• One year of Staff Specialist or Supervisory Experience as described.
• Two years of selective certification-labor relations experience.
• Valid driver's license at the time of appointment.
• Substitutions allowed as described in the minimum qualifications.

Responsibilities

• Direct the labor relations program through supervision of staff who manage grievances, arbitration, contract interpretation, and labor-management consultation.
• Advise executive leadership and ensure consistent collective bargaining contract application across the department.
• Represent the department in high-level labor-management discussions and dispute resolution.
• Possess knowledge of principles, practices, laws, rules, regulations, and contract provisions related to human resources labor relations.
• Make decisions under urgency and pressure while maintaining open and productive labor-management relations.
