Qualifications

• Ability to obtain and maintain a U.S. government security clearance.
• Strong stakeholder management and communication skills with HR/classification officials.
• Experience applying zero-based design to position-management or workforce redesign.
• Experience evaluating AI-enabled HR/workforce management tools, with data protection considerations.

Responsibilities

• Deliver Enterprise IT Workforce Modernization Strategy including assessment, target operating model, and implementation roadmap.
• Apply zero-based design to question and streamline position-management processes before technology changes.
• Build workforce personas and career maps to define paths across technical, product, program, and leadership tracks.
• Establish a common taxonomy for IT job families, titles, and competencies with standardized descriptions.
• Develop crosswalks to align titles/grades and identify duplications; provide disposition recommendations.
• Conduct workforce capability and skills-gap assessments and roadmaps.
• Design AI-enabled workflows with human review and data protections; test with HR and hiring managers.
• Build and maintain a succession-planning registry for mission-critical IT roles.
• Validate framework elements in co-design workshops preserving statutory authority.
