Job summary

Steampunk seeks a Senior Workforce / Organizational Design SME to lead an enterprise IT workforce modernization strategy for a major federal client, using zero-based design to rethink position management, job architecture, and career pathing.

You will develop workforce personas, a governance library of IT job family taxonomy, and a crosswalk across titles and grades while ensuring data protections and stakeholder alignment. Local to Baltimore area, on-site collaboration required.

Qualifications

• Ability to obtain and maintain a U.S. government security clearance.
• Bachelor's degree in a related field.
• 10+ years of federal workforce planning, HR strategy, or organizational design experience.
• Experience with OPM position classification standards and position description development.
• Experience building job families taxonomies and competency frameworks at enterprise scale.
• Experience applying zero-based or process-elimination design approaches to organizational redesign.
• Experience designing or evaluating AI-enabled HR/workforce management tools or workflows, including human-review and data-protection considerations.
• Strong stakeholder management skills, including working directly with HR/classification officials.
• Local to Baltimore, MD metro area and willing to go on client site at least 2 days a week

Responsibilities

• Deliver an Enterprise IT Workforce Modernization Strategy, including current-state assessment, target operating model, and roadmap.
• Apply zero-based design: question existing processes and eliminate or consolidate before technology changes.
• Build workforce personas and career journey maps to define career paths.
• Establish a common taxonomy for IT job families, titles, and competencies; create an OPM-mapped library.
• Develop a crosswalk identifying comparable work and gaps across titles/grades with dispositions.
• Complete a workforce capability and skills-gap assessment.
• Design and deliver an AI-enabled future-state position management workflow with human review and data protections.
• Build a succession-planning registry for mission-critical IT roles.
• Validate framework elements in co-design workshops with stakeholders
