Job summary

Leidos in the DMV area seeks a qualified Program Manager to lead a senior IT transformation across data center, cloud, and enterprise services for FDA-related initiatives. You will own contract performance and coordinate a senior leadership team to ensure on-time, on-budget delivery.

The role requires US citizenship, PMP, and experience managing FFP and GOCO/COCO transitions, with strong executive communication and multi-cloud expertise.

Qualifications

• Bachelor’s degree and 12+ years managing large federal IT infrastructure or data-center contracts.
• 7+ years in a Program Manager or senior leadership role on large programs.
• Experience with FFP and T&M/governing contract types and transitions.
• Strong knowledge of hybrid/multi-cloud environments and large-scale IT operations.
• ITIL Foundation certification (preferred).
• Experience with FDA or healthcare agencies (preferred).
• FinOps/chargeback experience (preferred).

Responsibilities

• Own full contract performance across 10 task areas including data center, network, compute/storage/cloud, and transition services.
• Maintain program management plans, schedules, risk plans, and quality plans; oversee transition activities.
• Represent Leidos in FDA/governance forums and coordinate with governance layers as needed.
• Manage resources and staffing rosters for FDA visibility across the contract.
• Lead the multi-cloud migration strategy and COCO data-center operations balance.
• Oversee monthly reporting, financials, SLAs, and data calls.
• Manage subcontractor and vendor relationships including cloud providers.
