Job summary

Penske is seeking a Senior Technical Project Manager to lead cross-functional IT initiatives in its Digital Fleet Management group. You will translate complex engineering challenges into phased roadmaps, coordinating across engineering, product, design, and business teams to deliver measurable outcomes on time and within budget.

This role is based at Penske Corporate Offices in Reading, PA, with an office-first arrangement four days a week.

Qualifications

• Bachelor's degree or equivalent work experience in a related field.
• 6+ years of technical project management experience in a complex IT environment.
• 4+ years in an IT engineering function (development, QA, architecture, or infra).
• PMI PMP or equivalent; Agile/Scrum certs preferred.
• Strong proficiency in Agile, Scrum, Kanban, and Waterfall.
• Experience with Jira, Confluence, or Linear; cross-functional leadership.

Responsibilities

• Lead discovery, framing, and requirements to build roadmaps and business cases.
• Create work breakdown structures, milestones, and delivery timelines.
• Define scope with IT and process owners aligned to objectives.
• Act as project architect for cross-functional components.
• Coordinate across engineering, product, design, and operations.
• Facilitate steering updates and executive status reports.
• Manage full lifecycle in waterfall and agile, incl. sprints and demos.
• Monitor budgets and resources; ensure on-time, on-scope delivery.
• Close projects with post-deployment support and documentation.
• Identify risks and dependencies; maintain risk register.
• Vendor management: RFPs, contracts, renewals, and SOWs.
