Job summary

State of Florida's Department of Management Services in Tallahassee seeks an executive senior attorney to lead IT procurement matters, review contracts for legal sufficiency, and negotiate with large technology vendors. The role supports the IT Procurement Practice Group and may involve drafting legislation and rules.

You will research statutes and regulations, manage procurement processes, and, when appropriate, participate in bid protests or serve as an agency informal hearing officer.

Qualifications

• Juris Doctor from an accredited law school.
• Admission to The Florida Bar in good standing.
• At least three years of licenced attorney experience.
• At least two years of experience with chapter 287, Florida Statutes, competitive procurements.

Responsibilities

• Research and interpret statutes, codes, administrative rules, and court decisions related to public procurement and contracting.
• Review contracts and procurements for legal sufficiency and compliance; represent DMS in contract negotiations.
• Draft proposed legislation and administrative rules to carry out DMS policies and statutory functions.
• Possibly work on litigation-related matters, including bid protests, or serve as agency informal hearing officer.
• Engage in special projects as directed by General Counsel and senior management.
