Job summary

The Mayor and City Council of Baltimore is seeking a senior IT leader to manage large, complex information technology programs, projects, and teams for the Court and city operations. The role includes directing staff, planning technology initiatives, ensuring security, and coordinating with judges, departments, and vendors.

Applicants must hold a Master’s degree in a related field and have at least three years of IT management experience, including two years in supervisory roles.

Qualifications

• Master’s degree in computer science, mathematics, information management, or a closely related field.
• Three years of progressively responsible IT management experience, including at least two years in supervisory roles.
• Equivalent combination of education and experience.
• Extensive knowledge of management, software, hardware, infrastructure, security, or telecommunications systems.
• Ability to plan and organize large-scale assignments.
• Ability to prepare, interpret, and evaluate proposals and modifications.
• Ability to provide IT solutions for Court processes and issues.
• Ability to supervise and manage technical staff on projects.
• Ability to develop and define the scope of complex research and work studies.
• Ability to establish and maintain effective working relationships with judges, magistrates, other court personnel, and the public.
• Ability to communicate effectively, both orally and in writing, to internal and external customers regarding highly technical information.

Responsibilities

• Plan, direct, and manage IT staff, operations, maintenance, and services for IT systems, projects, or divisions.
• Direct lower-level personnel and assign work; develop short- and long-range technology plans.
• Establish methods, procedures, standards, and controls; coordinate with judges, departments, and vendors.
• Monitor network operations and supervise maintenance and testing for system efficiency.
• Ensure funding alignment with operating budgets and oversee procurement of hardware/software.
• Develop system plans and solutions to ensure efficient integration and security.
