Senior ISD Program Manager
- SALARY RANGE | $130-145k per year

We are seeking a instructional systems designer for work supporting the Defense Intelligence Agency Directorate of Intelligence Analysis (DIA/DI) Certified Defense All-Source Analysis (CDASA) Professional Certification Program.

RESPONSIBILITIES / DUTIES
- Participate in job task analysis for defense all-source analysts.
- Lead training needs analysis for courses, develop course evaluations, and refine courses based on their results.
- Review and update course requirements.
- Develop learning objectives aligned to the professional certification standards
- Design in-person and/or online asynchronous instruction for all-source analysts
- Develop and enforce policies, procedures, and documentation
- Coordinate course development with ASA subject matter experts
- Audit and/or review content of DoD ASA courses
- Coordinate course delivery with DIA Academy for Defense Intelligence (ADI) and/or DIA Directorate for Intelligence Analysis (DIA/DI) instructors
- Evaluate certificant professional development logs for evaluation to renew the CDASA credential.
- Support the development of CDASA accreditation packages to the National Commission for Certifying Agencies.
REQUIREMENTS
- TS/SCI clearance with ability to pass a counterintelligence (CI) scope polygraph.
- Five (5) years of experience applying Instructional Systems Design (ISD) principles ( e.g., ADDIE or equivalent) to analyze performance/training needs and design, develop, and revise learning solutions and supporting documentation.
- Bachelor's degree in Instructional Design, Instructional Systems Technology, Education, Learning Sciences, Human Performance Technology, or a related field from an accredited university.
- Five (5) years of experience in program management, project management, or a related field.
- Expert knowledge of DoD processes and terminology
- Expert MS Office skills demonstrated through creation of a variety of published products.
PREFERRED QUALIFICATIONS
- Seven (7) years of experience designing and maintaining assessment-aligned learning solutions in support of certification programs (e.g., aligning curriculum to an Essential Body of Work/Essential Body of Knowledge (EBW/EBK), skills standards, and certification blueprints).
- Five (5) years of experience developing or editing formal program documentation (e.g., manuals, policies/procedures, program description documents) suitable for national accreditation contexts ( e.g., NCCA/ICE-aligned documentation) and/or other high-stakes credentialing environments.
- Experience supporting DoD or Intelligence Community (IC) training/education/certification programs, including working in classified environments and translating SME input into instructionally sound materials that support ICD 203-aligned analytic rigor.
- Master's degree from an accredited university in Instructional Design, Learning Sciences, Education, or a related field.
- Familiarity with DoD instructional systems design (ISD) processes and/or project management of the same.
- Experience working with subject matter experts (SMEs) to develop courseware content aligned to learning objectives.
- Experience developing training aligned to a professional certification program’s standards for initial certification, including the requirements necessary to prevent conflicts of interest.
- Familiarity with supporting job task analyses (JTAs) to understand the critical tasks related to the performance of a job and translating the technical information in a way that supports the development of a wide range of human capital products (e.g., learning objectives, certifications standards, position descriptions, job qualification checklists).
- Experience developing training needs analyses (TNAs) to discern what components of a job task list are required to be included in a course.
- Five (5) years operational experience as an all-source intelligence analyst in an ICD 203-related billet.
