We are seeking a project manager (PM) for work supporting the Defense Intelligence Agency Directorate of Intelligence Analysis (DIA/DI) Certified Defense All-Source Analysis (CDASA) Professional Certification Program.

Intelligence Training Project Manager (mid-level)
- SALARY RANGE | $130-145k per year
- LOCATION | JB Anacostia-Bolling or Pentagon, VA
RESPONSIBILITIES / DUTIES
- Participate in job task analyses for defense all-source analysts (ASA).
- Planning, executing, and delivering projects successfully while managing teams, resources, risks, and stakeholder expectations.
- Define project scope, objectives, and deliverables.
- Create detailed project plans, establish timelines, and secure approvals from stakeholders to ensure projects are viable and aligned with organizational goals.
- Assemble and lead project teams, assign tasks, and ensure effective collaboration.
- Motivate team members, resolve conflicts, and maintain alignment with project goals.
- Support administration for all Program Management Office (PMO) functions, to include candidate and certificant support, program policy, procedure, and other document development, and certificant tracking.
- Coordinate exam delivery with DIA Academy for Defense Intelligence (ADI) and/or DIA Directorate for Intelligence Analysis (DIA/DI) instructors.
- Support the development of accreditation packages to the National Commission for Certifying Agencies.
REQUIREMENTS
- TS/SCI clearance with ability to pass a counterintelligence (CI) scope polygraph.
- Five (5) years of experience in program management, project management, or a related field.
- Expert knowledge of DoD processes and terminology
- Expert MS Office skills demonstrated through creation of a variety of published products.
- Successful experience engaging senior level (general officer / flag officer / senior executive service / Under Secretary) professionals, facilitating meetings at that level, and developing their decision briefs.
- Strong attention to detail and communication skills demonstrated through development of products requiring senior-level signature for release, passing inspector general review, or successful professional certification accreditation.
PREFERRED QUALIFICATIONS
- Active CDASA-I (CDASA) certification.
- Bachelor’s degree in business administration, Management, or a related field.
- Scaled Agile Framework (SAFe) Agile certification, Project Management Professional (PMP) or equivalent certification, or demonstrable equivalent experience.
- Three (3) years of experience collaborating in multi-agency or joint efforts that require the use of written and oral communication skills that display the ability to tailor ideas, explanations, presentations, briefings, and concepts to suit any audience and any purpose with skill at facilitating meetings.
- Three (3) years of experience with data analysis and reporting tools, such as (but not limited to) Tableau.
- Three (3) years of experience in supporting intelligence training and/or education. programs, processes, or systems with exposure to missions, functions, policies, authorities and requirements for both civilian and military components relating to intelligence training and/or education.
- Two (2) years of experience with nationally accredited Certification Program development and technical/program documentation that meet NCCA or equivalent standards for accreditation of certification programs and prevailing professional guidelines and standards.
- Three (3) years of experience developing and implementing standards to accomplish program goals that require the ability to conduct in-depth qualitative analysis according to set categories and defined business processes.
- Five(5) years operational experience as an all-source intelligence analyst as demonstrated by successful assignments in an ICD 203-related billet.
- Experience running the administration of a certification program, preferably a program accredited by the National Commission for Certifying Agencies (NCCA).
- Familiarity with DoD instructional systems design (ISD) processes and/or project management of the same.
- Familiarity with supporting job task analyses (JTAs) to understand the critical tasks related to the performance of a job and translating the technical information in a way that supports the development of a wide range of human capital products (e.g., learning objectives, certifications standards, position descriptions, job qualification checklists).
