Description:
- Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements.

- Demonstrates in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings.
- Demonstrates ability to work independently and with minimal oversight.
- Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.
- Contractor general ISR related skills and knowledge: Shall utilize, build, maintain research, establish, administer, and update knowledge of the primary Collection Requirements Management systems for support to collection ISR planning, operations, and assessments.
- Must demonstrate proficiency with current collections systems used in CENTCOM AOR and be postured to readily adapt to future systems as technology and processes evolve.
- Demonstrates CM knowledge, skills, and abilities in accordance with DoD standards to support collection ISR planning and strategy development, collection requirements management, ISR operations, and assessments for DoD CM certification and professionalization of the workforce.
- Shall attempt the DIA CCMP-F certification exam within one year.
- Supports and performs TMT, E-Task, JSAPs, and other associated tasking mechanisms, content management, or other functions supporting collection ISR planning, operations, and assessments for overarching ISR Division daily operations.
- Shall also serve as a mission management representative on working groups with functional or multi-disciplinary emphasis that involve collection management issues and at conferences, weekly meetings, special projects, and briefings involving areas of responsibility.
- Intelligence Planner tasks: Contractor personnel shall support the development of policy, guidance, and tactics, techniques and procedures (TTP) for the execution of ISR operations, joint ISR force employment, and collection management.
- Supports the development of policies, collection strategies, and plans to employ ISR assets across the range of conventional and special operations in the USCENTCOM AOR.
- Supports the development of collection strategies that leverage the strengths of multiple intelligence disciplines to fulfill intelligence requests, planning efforts and to address gaps in existing strategies.
- Provides collection strategy development expertise through process of synthesis, analysis, and interrelating of meaningful data.
- Applies advanced intelligence planning concepts, principles, practices, laws, regulations, methods and techniques when developing multi-INT collection strategies.
- Supports the development of Processing, Exploitation, and Dissemination (PED) policies, standard operating procedures, PED synchronization strategies, and PED architectures.
- Provides expertise, maintenance, and periodic updates to CCJ2- ISR Theater Airborne ISR Processing, Exploitation, and Dissemination (PED) concept of operations.
- Participates in meetings and conferences across the IC, with USCENTCOM components, other Combatant Commands, as well as with USCENTCOM customers that require ISR, Collection Strategist, and subject matter expertise.
- Produces minutes from all meetings and conferences attended in support of USCENTCOM equities.
- Integrates J2 Operation Division equities for Operations Plans Teams (OPT).
- Publishes, coordinates, and compiles slides and minutes for the weekly Intelligence Coordination Working Groups (ICWG).
- Shall attend and document J2 Operation Division equities for the weekly Afghanistan Working Group (AWG) and for the bi-weekly Iraq-Syria Intelligence Planning Working Group (ISIPWG).
- Collects, compiles, publishes, and presents J2 Directorate equities for the weekly J2 Synchronization Matrix/ Commander's Decision - Theater Events Matrix for Planning and Operations (CD - TEMPO).
- Supports planning, execution, and evaluation of J2 Directorate equities for the Continuity of Operations Plan (COOP).
- Shall assist with planning, organizing, and executing international high-level intelligence engagement events in the U.S. and foreign nations for USCENTCOM J2.
Desired experiences:
- Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
- Experience at a Combatant Command or equivalent organization and experience in the regional, political and military issues in the CENTCOM AOR.
Desired education:
- Desired master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor’s degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master’s degree.
