Qualifications

• Ten years of progressively responsible experience in infrastructure finance, energy markets, project finance, industrial economics, management consulting, corporate strategy, or related fields.
• Experience supporting or executing infrastructure financings, energy transactions, project financings, PPPs, or capital-project investments.
• Experience developing, reviewing, or auditing project-finance models and communicating findings to senior stakeholders.

Responsibilities

• Conduct project-finance, infrastructure, energy, market, and investment analysis in support of infrastructure and energy priorities.
• Assess how capital investment and market conditions affect defense production and industrial capacity.
• Develop business cases, cost-benefit analyses, market assessments, and executive materials for government consideration.
• Build and maintain transparent project-finance models for government review of investments.
• Analyze cash-flow models, capex, operating expenses, financing structures, and debt-related metrics.
• Assess nonrecourse and limited-recourse financing structures, debt capacity, and risk factors.
• Identify risks and mitigation options related to finance, markets, construction, operations, and counterparty dynamics.
• Coordinate analytical outputs with DASN (DIB) directorates, ASN (RD&A), DON acquisitions, and interagency contacts.

Education

Bachelor’s degree (finance, economics, engineering, business, public policy, energy, infrastructure, operations, or related discipline)
