Job summary

BLUEHAWK, LLC in Washington, DC is seeking a Senior Collection Operations Manager supporting HUMINT operations for DIA Directorate for Operations. You will synchronize sensitive activity, guide collection requirements, and coordinate with headquarters, field elements, platforms, customers, and IC partners.

The role requires senior expertise in HUMINT directions, deconfliction, and publication review, with the ability to lead complex operations, respond to inquiries, and ensure DoD policy

Qualifications

• College degree or 12+ years HUMINT experience in HUMINT collection or collection-support role.
• Active TS/SCI CI Poly clearance.
• Senior-level understanding of the collection environment, operational coordination, HUMINT requirements, and platform capabilities.
• Ability to work independently in a high-tempo operational environment.
• Clear English communication, both written and oral.

Responsibilities

• Coordinate and deconflict operational activity across headquarters, field elements, platforms, customers, and mission partners.
• Oversee prioritization, coordination, and dissemination of validated HUMINT collection requirements and the maintenance of activity metrics.
• Assess historical reporting, gaps, priorities, and platform posture and recommend future collection capabilities and operational adjustments.
• Lead coordination with collection managers and supported platforms to develop Operating Directives, collection strategies, and posture statements.
• Provide senior review of draft IIRs, recommend edits, support compliant publication or release, and assess reporting metrics.
• Resolve complex operational issues among headquarters, customers, field elements, and partners; represent the organization in working groups and meetings.
• Oversee operational correspondence and ensure all documentation is accurate and compliant with DoD policy and guidance.
• Support senior leadership with data responsive to DIA leadership, OUSD I&S, Congress, and ODNI inquiries.
• Coordinate HUMINT operations enabling other intelligence disciplines; oversee G2G coordination and Adaptive Access Control.
• Review products for quality and mentor team members.
• Communicate complex operational matters clearly to senior audiences.
