Celestar seeks a Senior HUMINT Collection Manager to lead high-impact intelligence operations in Washington, DC. You will work with collection managers, analysts, and consumers to ensure focused HUMINT activities and effective use of data and resources.

The role emphasizes extensive HUMINT experience, proficiency with automated systems, and collaboration across agencies. A strong background in intelligence oversight and communication is required.

Qualifications

• Master’s degree preferred with 12+ years HUMINT Collection Manager experience or 17 years total with a Bachelor’s.
• Expertise in HUMINT automated systems and latest intelligence analysis tools.
• Strong understanding of intelligence oversight and security guidelines for HUMINT reporting.
• Excellent communication skills for presenting complex ideas via multimedia tools.
• Experience managing research and coordination projects; leading data analysis groups is a plus.
• Knowledge of programs/products from DIA, NSA, CIA, DEA, FBI, DOT, DOS is advantageous.
• Graduate from in-residence HUMINT Collection course (DSDC or military equivalent) preferred.

Responsibilities

• Partner with collection managers, analysts, and consumers to focus HUMINT operations.
• Utilize advanced collection systems to stay ahead of developments.
• Collaborate with IC to tailor operations to customer needs.
• Work with all-source analysts to evaluate and refine collection plans.
• Handle large datasets and create visualizations/models of findings.
• Develop ways to measure success and ensure collection requirements.
• Provide feedback on trends and gaps to refine strategies.
• Lead training programs on HUMINT and technical intelligence under DoD authority.
