THIS IS A PROPOSED POSITIONGBSIis seeking a Senior Human Resources Specialist in support of a government contract, who possesses a strong foundation in business, people management, and organizational practices. The Senior Human Resources Specialist will lead and support strategic human resource initiatives by delivering expert guidance in talent acquisition, employee relations, performance management, and legal compliance. The Senior Human Resource Specialist plays an integral role in fostering a positive workplace culture, ensuring alignment with organizational goals, and driving HR best practices that enhance employee engagement, retention, and operational effectiveness.Responsibilities- Plans, controls, and organizes the daily activities of the HR department, including but not limited to, talent acquisitions,promotions, transfers, affirmative action/EEO compliance, job classification, performance evaluation, employee training and development, and employee relations in accordance with quality management principles and overall objectives of the organization;
- Manages and resolves complex employee relation issues; coaches managers on employee relation best practices; conducts effective, thorough, and objective investigations and resolutions of employee relation concerns; anticipates problems and develops,recommends, and initiates appropriate steps for resolution; coordinates and/or conducts exit interviews to determine reasons behind employment separation;
- Develops, analyzes, updates, and maintains HR programs and plans (e.g. employee evaluation program, compensation program, awards/rewards program, learning and training development, performance improvement, succession planning, safety program, affirmative action and EEO plan);
- Maintains and expands knowledge and understanding of existing and proposed federal, state, and local laws/regulations affecting human resources management; identifies trends that could impact organization objectives and/or operation resources; interprets appropriate laws and policies and advises management and employees, accordingly; ensures company compliance with legal requirements related to HR;
- Recommends, evaluates, and participates in developing talent for the organization by identifyingtraining needs, implementing effective training programs, and participating in the evaluation and monitoring of the training programs;
- Assists with regulatory compliance requirements for talent acquisition processes;
- Assists managers with the development of position descriptions that align with contract requirements and organizational objectives;
- Provides guidance and input on business unit restructures, workforce planning, and succession planning;
- Develops, prepares, generates, and analyzes ongoing reports pertaining to employee personnel information and data, including but not limited to, benefit costs, staffing levels, turnover, absenteeism, recruitment, applicant tracking, affirmative action/EEO, compensation, promotions, etc.;
- Maintains an effective level of business literacy about the organization’s financial position, strategic plans, culture, and competition;
- Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention;
- Contributes to the overall development of HR department goals, objectives, and systems.
Qualifications- An accredited Bachelor's degree in Human Resource Management or related field and five (5) years Human Resources experience is required;
- At least five (5) years of federal government contract HR management experience; HR experience managing rapid growth with small to mid to large sized federal government contractor is preferred;
- Professional in Human Resources (PHR) or Society for Human Resource Management (SHRM-CP) certification required; SPHR preferred;
- DoD-issued Secret security clearance is required at start, with the ability to obtain and maintain Top Secret eligibility is required at start;
- Advanced knowledge of OFCCP, FAR, CFR, Affirmative Action, OSHA, EEO, DOL, SCLS (formerly SCA), and federal government contracts HR compliance is required;
- Must have in depth knowledge of employment law in numerous U.S. states with ability to learn and comply with employment laws of new states and internationally as required;
- Working knowledge of DoD 8140.01 and 8570.01, IA Training, certification, and cyber workforce management;
- Must be team oriented with a strong passion to promote teamwork and company values;
- Excellent computer and business solutions software skills (e.g. Microsoft Outlook/Word/Excel/PowerPoint/ Access/Visio, PeopleSoft, ATS);
- Excellent oral and written communication skills for interacting with managers, employees, customers, and government agencies;
- Possess strong strategic thinking, leadership, decision-making, interpersonal, and ethical conduct skills;
- Effective planning and organizational skills to balance and prioritize work;
- Good presentation skills for educating managers and employees on HR related topics.
