Job summary

The Department of Toxic Substances Control (DTSC) in Sacramento, CA is seeking a Senior Personnel Specialist to lead payroll, benefits, and leave processing while ensuring compliance with state laws and bargaining unit contracts.

As a senior member of the Transactions Unit, you will provide guidance to staff, generate routine and ad-hoc reports, and assist with complex personnel transactions and retroactive corrections.

Qualifications

• Experience performing personnel and payroll functions, interpreting laws, rules, bargaining contracts, and policies.
• Provide customer service to employees and management; training or mentoring staff.

Responsibilities

• Leads and trains PS staff on appointments, separations, payroll, benefits, and leave accounting; resolves transaction problems and ensures compliance with PTM, PPM, BAM and CalHR policies.
• Processes all CEA and Exempt hires, onboarding, payroll, benefits, and leave accounting.
• Generates monthly/quarterly MIRS and Mobius reports; creates ad hoc reports for HR/Finance/Executives.
• Researches and drafts letters of appeal to CalHR regarding retroactive transactions, benefits, and payroll.
