Qualifications

  • Bachelor's degree in business, public administration, industrial relations, or related field; five years of professional HR experience.
  • Five years progressively responsible HR/benefits/risk management experience with at least two years in a supervisory/generalist role.
  • Public agency experience preferred.

Responsibilities

  • Plan, organize, evaluate, coordinate, and direct HR staff and programs.
  • Develop and direct personnel programs (workforce planning, risk services, benefits, labor relations) to meet local needs.
  • Direct budget development, monitor expenditures, and justify proposed budgets.
  • Interpret laws, regulations, and policies; monitor legislation and best practices; propose changes as needed.
  • Collaborate with employee organizations and management to resolve issues; advise on policy matters.
