Job summary

The City of Stockton is seeking a Deputy Director of Human Resources to lead multi-area HR programs, including workforce planning, benefits, risk services and labor relations. You will direct staff, ensure compliance with laws, and coordinate with city leadership to implement strategic HR initiatives.

Qualified candidates will have a Bachelor's degree in a related field and at least five years of professional HR experience with two years in management, ideally in a public agency setting.

Qualifications

  • Bachelor's degree in business or public administration, industrial relations, human resource management or related field.
  • Five (5) years of increasingly responsible professional experience in human resources, benefits administration, and/or risk management with at least two (2) years in management or supervisory capacity.

Responsibilities

  • Plans, organizes, evaluates, coordinates, and directs the work of human resource professionals and technical staff.
  • Develops and directs personnel programs including workforce planning, risk services, employee benefits administration, labor relations, and related areas.
  • Interprets and applies laws, regulations, rules, and policies; drafts and reviews codes, rules, and ordinances; recommends changes as needed.
  • Negotiates contracts with bargaining units and vendors; conducts analytical studies and prepares reports for leadership and council.
