Job summary

City and County of San Francisco is seeking an Employment Services Manager to oversee the HR Employment Services team in the Human Resources Division. This role focuses on managing recruitment, examinations, and compensation processes for civil service positions.

The position requires advanced HR expertise, leadership of a small team, and the ability to navigate complex regulatory requirements while advancing diversity, equity, and inclusion across hiring practices.

Qualifications

• Five years of professional HR experience in recruitment, classification and compensation, employee and/or labor relations, benefits administration, HR operations, diversity, equity and inclusion, and personnel training.
• One year must have been at advanced journey level classification or as lead/supervisor of a small team of professionals.
• Education substitutions may apply (J.D. or Master's) for one year of required experience.

Responsibilities

• Supervises subordinate employees in professional HR work.
• Coordinates HR operations activities for assigned classifications and recruitment.
• Leads salary/wage surveys and analyzes data for fringe benefits and working conditions.
• Represents the department before legislative bodies to explain recruitment, examinations, and compensation matters.
• Conducts special projects and prepares memoranda and reports with actionable recommendations.
• Meets with employees, department heads, labor representatives, and other jurisdictions on HR laws and regulations.
• Drives DEI initiatives in recruitment and governance and mentors management on DEI benchmarks.
