Job summary

City and County of San Francisco's Clerk of the Board seeks a Senior Human Resources Analyst to advise management on staffing, compensation, and personnel policies, and to support payroll processing and records.

The role includes conducting disciplinary matters, coordinating workers’ compensation, ADA accommodations, EEO investigations, and collaborating with labor relations and employee organizations.

This permanent exempt position requires strong knowledge of City rules and HR best practices.

Qualifications

• Possession of a baccalaureate degree from an accredited college or university.
• Three (3) years of verifiable professional human resources experience in recruitment, classification/compensation, employee relations, or payroll.
• Education substitution – additional qualifying work experience may substitute for up to two years of education.
• Experience substitution – JD or master’s degree may substitute for one year of required experience.

Responsibilities

• Advise management on staffing, discipline, compensation and HR policies; prepare and present reports as needed.
• Manage departmental recruitment, selection processes, referrals, and job announcements.
• Coordinate payroll processing, leave management and payroll records for department.
• Coordinate workers’ compensation, ADA accommodations, OSHA logs and workplace safety matters.
• Investigate EEO complaints and liaise with unions, management, and external agencies.
• Contribute to labor contract negotiations and liaison with employee organizations.
