Job summary

The City of Oxnard Housing Authority is seeking a Housing Finance Officer to lead the financial operations, budgeting, and reporting for the department. The role requires strong GAAP knowledge, HUD reporting experience, and a track record of managing complex funding and contracts.

You will supervise finance staff, coordinate with City departments, ensure compliance with audits, and produce clear financial analyses and presentations for leadership and Council.

Qualifications

• Bachelor's degree in business administration, finance, accounting, or related field.
• Six (6) years of journey-level professional experience with two (2) years supervisory experience.
• Valid California Class C License.

Responsibilities

• Plan, manage, and oversee all financial operations and daily activities.
• Monitor cash flow, debt, and credit.
• Develop and enforce financial policies, procedures, and internal controls.
• Prepare accurate monthly, quarterly, and annual financial reports and statements.
• Oversee accounts receivable, accounts payable, payroll, benefits, and general ledger functions.
• Prepare and manage the annual budget in collaboration with leadership.
• Coordinate with departments on budget development and performance.
