The City of Oxnard's Housing Department is seeking a Housing Programs Manager to join the team. A propensity to understand and implement complex policies and governmental regulations is required. Provide oversight of operational and technical functions for the Oxnard Housing Authority’s housing programs, including but not limited to the Housing Choice Voucher, Public Housing, Family Self‑Sufficiency, Capital Fund, and Resident Opportunities and Self‑Sufficiency Program.
Oversee rental assistance payments, rental subsidies, and tenant/property owner agreements and contracts.
Ensure program participants and properties comply with applicable physical property inspection requirements.
Assists in the preparation and monitoring of budgets, funding allocations and required program reports.
Assist in the development, implementation, and maintenance of policies and procedures to support effective program administration.
Ensure compliance with applicable federal, state, and local regulations.
Plan, develop, implement, and supervise special programs.
Serve as primary liaison with landlords, tenant associations, and community stakeholders.
Carry out research and assist with planning, monitoring, and facilitating the conversion of public housing units.
Researches, responds, mediates and provides resolutions to landlord and tenant disputes.
Conducts quality control reviews and evaluates the performance of the Housing Authority.
Administrative Services Manager
This classification is distinguished from the Administrative Services Administrator/Supervisor in that it serves as a second‑level supervisor over multiple units and/or functions, providing oversight of daily operations and directing workflow.
Incumbents oversee the conduct of performance evaluations, training, and hiring, discipline, and termination procedures as well as directly supervise management, professional, paraprofessional, and support staff, as assigned. Receives general direction and exercises direct and indirect supervision over assigned staff.
The normal work week is Monday through Thursday, 8:00 am to 6:00 pm, and alternating Fridays, 8:00 am to 5:00 pm. Depending on the work assignment, staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment, but is typically either primarily in an office setting or out in the field.
The City does not offer hybrid or remote work.

NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web‑based enabled tools. Candidates must be proficient and comfortable with computer use to perform functions associated with ongoing work.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
Employees are required to participate in the City's direct deposit plan and are paid on a bi‑weekly basis.
This position requires a 12‑month probationary period. Internal applicant probationary periods will be governed by the applicable MOU.
Pursuant to California Government Code Section 3100, all public employees are required to serve as disaster service workers subject to such disaster service activities as may be assigned to them.
