Job summary

The City of Oxnard Housing Department is seeking a Housing Programs Manager to lead and inspire staff, ensuring accountability and integrity across housing initiatives. The role focuses on managing housing programs, budgeting, policy implementation, and strong stakeholder engagement.

The ideal candidate will have extensive experience in housing programs, strong communication skills, and a commitment to service delivery.

Qualifications

• Excellent communication and interpersonal skills.
• Six years of journey-level professional experience and two years of supervisory experience.
• Knowledge of HUD and LIHTC programs and federal funding mechanisms.
• Bilingual proficiency in Spanish is highly desirable and English communication is required.

Responsibilities

• Provide oversight of operational and technical functions for housing programs including HCV, Public Housing, Family Self-Sufficiency, Capital Fund, and RESFW programs.
• Oversee rental assistance payments, subsidies, and tenant/property owner contracts.
• Ensure compliance with federal, state, and local regulations and property inspection requirements.
• Assist in budgeting, funding allocations and program reporting.
