Job summary

The City of Burbank, CA is seeking an Assistant Community Development Director – Housing & Homeless Services to lead the Community Development Department’s housing and homeless services programs, including Section 8, HOME, CDBG, and related landlord/tenant initiatives.

Responsibilities include directing program activities, coordinating interagency partnerships, ensuring regulatory compliance, and preparing budgets and public presentations. Strong leadership and communication skills are essential.

Qualifications

• Knowledge of housing programs, landlord/tenant regulations, and housing compliance practices.
• Ability to analyze organizational, financial, and administrative problems and develop solutions.
• Experience coordinating and supervising staff and programs.
• Effective oral and written communication and presentation skills.
• Ability to establish and maintain relationships with City officials, developers, and the public.

Responsibilities

• Directs and manages housing programs (Section 8, HOME, CDBG), homeless services, and related units.
• Oversees affordable housing development, rehabilitation, and enforcement activities.
• Monitors grants, contracts, and compliance with federal/state requirements.
• Coordinates interagency homeless services and partnerships; develops budgets and reports.
• Represents the department in public meetings and provides staff support to boards.
