Department: Health, Safety, Environmental, & Regulatory (HSE&R)

Headquartered in Houston, Texas, Summit Midstream Corporation (NYSE: SMC) is a value-driven corporation focused on developing, owning and operating midstream energy infrastructure assets that are strategically located in unconventional resource basins, primarily shale formations, in the continental United States.

We currently operate natural gas, crude oil and produced water gathering systems in four unconventional resource basins:

  • the Williston Basin in North Dakota, which includes the Bakken and Three Forks shale formations;
  • the Denver-Julesburg Basin, which includes the Niobrara and Codell shale formations in Colorado and Wyoming;
  • the Fort Worth Basin in Texas, which includes the Barnett Shale formation; and
  • the Piceance Basin in Colorado, which includes the liquids-rich Mesaverde formation as well as the emerging Mancos and Niobrara Shale formations.

Our systems and the basins they serve are as follows:

  • the Polar & Divide system, which serves the Williston Basin;
  • the DFW Midstream system, which serves the Fort Worth Basin;
  • the Grand River system, which serves the Piceance Basin; and
  • the Niobrara G&P system, which serves the DJ Basin.

SMC has an equity investment in and operates Double E Pipeline, LLC, which is natural gas transmission infrastructure that provides transportation service from multiple receipt points in the Delaware Basin to various delivery points in and around the Waha Hub in Texas.

We generate a substantial majority of our revenue under primarily long-term and fee-based gathering agreements with our customers. The majority of our gathering agreements are underpinned by areas of mutual interest (“AMIs”) and minimum volume commitments (“MVCs”). Our AMIs provide that any production drilled by our customers within the AMIs will be shipped on our gathering systems. The MVCs are designed to ensure that we will generate a minimum amount of gathering revenue over the life of each respective gathering agreement. The fee-based nature of the majority of the gathering agreements enhances the stability of our cash flows and limits our direct commodity price exposure.

Since our formation in 2009, our management team has established a track record of executing this strategy through the acquisition and subsequent development of DFW Midstream, Grand River, Polar & Divide, Niobrara G&P, and Double E Pipeline.

Summary:

The Senior Health & Safety Specialist is responsible for assisting with development and implementation of safety, and health programs that comply with federal, state, and local regulations as well as Company requirements.

  • Lead the development, implementation, and compliance of safety programs and work procedures associated with federal, state, and local regulations and Company policies
  • Analyze, summarize, and report all necessary EHS data
  • Prepare, implement, and review EHS manuals, programs, procedures, and standards
  • Prepare, schedule, and conduct emergency drills and exercises
  • Provide status updates and recommendations to management on program and policy development
  • Maintain a daily field presence by conducting inspections, training, and verifying compliance in addition to other tasks
  • Develop & implement safety communication/reporting processes and safety strategies
  • Maintain effective communication with all levels of employees, management, and applicable Federal, State, and Local regulatory agencies and consultants
  • Coordinate audits and agency inspections
  • Conduct on-site facility audits to determine compliance with air permitting and compliance requirements
  • Implement operational compliance measures as required by new regulations
  • Provide/assist in training to operations as identified by HSE team
  • Assist in investigation of any spills and air releases to meet all reporting requirements
  • Lead analysis and evaluation of compliance issues related to operations and develop/implement corrective action to resolve potential problems
  • Provide support in the development and implementation of JHA's (Job Hazard Analyses) for both routine (operation and maintenance) and non-routine tasks
  • Liaison with regulatory and other external parties
  • Develop departmental goals and objective
  • Manage, mentor, and develop the staff in succession planning
  • Lead investigation teams for significant incidents & determine root cause and corrective actions
  • Manage the roll out of corrective actions throughout the region

Education & Experience:

  • BS degree in Occupational Safety and Health, Environmental Engineering or equivalent degree preferred

or 8 years of oil and gas operations experience with involvement in HSE programs

Knowledge Skills & Abilities:

  • Must demonstrate a working knowledge of OSHA regulations, DOT experience is a
  • Familiarity with PSM and RMP regulations is a plus
  • Ability to interface effectively with governmental agencies, regulating boards, third parties, contractors, and lawyers
  • A high level of technical knowledge is required, including the ability to be innovative and creative while utilizing technical resources to address complex compliance issues related to liquid and bulk material handling facilities
  • Must possess and maintain a valid driver's license and a driving record satisfactory to company and insurers
  • Successful completion and passing of company drug screen, background check and respirator fit test
  • Must have exceptional verbal and written communication skills
  • Must have high level of initiative, and ability to often work independently with minimal oversight
  • Ability to comfortably interact with employees at all levels in the office AND in the field
  • Must have ability to effectively organize, prioritize, and plan daily work in an unstructured work environment
  • Must be able to manage and lead a team of employees to provide support across the region
  • Must have ability and willingness to work with a team, take directions from supervisor(s), follow work rules, and adhere to established work schedules
  • Possess organization and planning skills to manage multiple tasks and priorities simultaneously
  • Must be capable of developing and revising practical and effective company procedures, standards, processes, and best practices
  • Must maintain a professional and respectful demeanor / attitude with co-workers, contractors, customers, and regulatory agencies
  • Must have intermediate to advanced proficiency with Microsoft Office Applications including Word, Excel, Outlook, and PowerPoint

Physical Demands and Working Conditions:

  • Available to travel within the DJ asset on a regular basis up to 50%, but could increase or decrease with business needs;
  • Must be able to exert up to 20 pounds of force occasionally, and/or a minimal amount of force frequently to lift, carry, push and pull or otherwise move objects;
  • Able to bend and stoop for filing; Ability to sit for prolonged periods of time;
  • Able to view compute terminal for long periods of time; Manual dexterity for operating computer and office equipment;
  • Able to walk for prolonged periods of time, climb stairs and work in remote locations with exposure to varying weather conditions
