Job summary

County of Los Angeles seeks a Health Program Analyst II to develop and enhance public health programs within LA County. This OPEN COMPETITIVE - EMERGENCY recruitment offers up to 90 days initially, with potential for permanent employment, and performance-based progression.

The role requires substantial experience in mental health/public health program analysis, with opportunities to lead cross-sector collaborations, evaluate services, and manage grants.

Qualifications

• Bachelor's degree AND four years of full-time experience in the analysis of mental health or public health programs, two years at the level of Health Program Analyst I.
• Master's Degree may substitute for one year of required experience in the analysis of mental health or public health programs.
• Option II requires six years of experience performing assignments in mental health or public health program analysis, two years at Health Program Analyst I.
• Must meet the above requirements at time of filing to be appointed.

Responsibilities

• Develops new programs and/or modifies existing programs based on needs analysis per local, State, and/or federal requirements.
• Coordinates and facilitates collaboration among public, private, and non-profit groups to meet the needs of the target population; provides leadership and coalition building.
• Coordinates and participates in meetings to discuss and influence policy issues impacting the assigned program.
• Develops and implements community action plans and tracks progress toward policy passage and implementation.
• Evaluates the quality and effectiveness of services; develops evaluation standards for quality assurance.
• Investigates contracted agency operations including contract management, financial capacity, and personnel and program management.
• Reviews budgets from contract agencies and prepares written recommendations on service impact.
• Researches protocols, policy issues, funding sources, and makes recommendations on service impact.
• Prepares position papers/recommendations on program issues.
• Works with staff on contract development including statements of work and review/approval of contract documents.
• Prepares and analyzes applications for complex grants and monitors grant-related activities.
• Attends meetings with department officials and community groups to resolve issues and influence the program.
• Prepares written reports on program activities and progress toward goals.
• Leads a team of analysts or mentors other analysts as needed.

Education

Bachelor's Degree in Social Work, Counseling, Health Care Administration/Management, Public Administration, Behavioral Sciences, Social Sciences, Business Administration, or closely related field

Master's Degree may substitute for one year of required experience
