Job summary

HealthPartners is seeking a Senior Technical Business Analyst - HealthPlan Systems to support and enhance technology solutions powering Health Plan operations. You will work with business and technical partners to deliver effective solutions, document processes, and drive system integrations in a collaborative HCET team.

Qualifications

• Bachelor's degree or equivalent combination of education and experience.
• Six (6) years of IT analysis and technical design experience
• Three (3) years of project management experience
• Two (2) years of experience with Oracle technologies or Microsoft SQL Server
• Two (2) or more years in Agile environments using Jira, ServiceNow, or Azure DevOps
• Strong proficiency with Microsoft Office tools and Visio
• Exposure to AI tools and technologies
• Strong understanding of system infrastructure and integration
• Experience gathering and translating business requirements into technology solutions
• Excellent communication with both technical and non-technical audiences
• Strong technical writing and documentation skills
• Leadership of medium-sized projects and on-call availability

Responsibilities

• Analyze functional and technical requirements for changes or enhancements and prepare system designs.
• Define technical specifications based on business requirements and consult with partners.
• Diagnose and resolve system failures and coordinate issue resolution.
• Coordinate programming efforts to meet functional specifications.
• Manage large team projects and enterprise initiatives.
• Identify technical software and assess infrastructure and integration needs.
• Develop, test, debug, document, and install programs.
• Design moderately complex user interfaces for Client Server apps.
• Create user manuals, procedures, and operation documentation.
• Assist partners in clarifying and prioritizing service requests.
• Document priorities for IT service changes and coordinate actions.
• Assess costs and resources for projects and issue resolution.
• Perform code reviews to ensure alignment with specs.
• Advise partners on service priorities and integration across platforms.
• Coordinate change management and release tasks.
• Create architectural diagrams and data flows for integrations.
• Develop and execute system and test plans for changes.
• Provide training and mentoring for developers and analysts.
• Support third-party software and coordinate with vendors.
• Provide requested documentation and auditor/interview materials.
