Job summary

The City of Saint Paul is seeking a Senior Project Manager to expand the STAR team’s capacity to manage a high-volume portfolio of more than 150 projects annually. The role will serve as the lead subject matter expert for the team’s most complex STAR-funded economic development, housing, arts, cultural, and capital projects.

Qualifications

  • Bachelor's Degree in Urban Planning, Economics, Finance, Real Estate, Marketing, Communications, Public Administration, Business Administration, Management, or a related field.
  • Two years of experience as a Project Manager or four years of experience in a development project management area or equivalent.
  • Experience managing a high-volume portfolio and serving as lead subject matter expert.

Responsibilities

  • Manage a portfolio of complex STAR-funded projects from application and contracting through implementation and closeout.
  • Coordinate project plans, contracts, funding, budgets, compliance requirements, schedules, and deliverables.
  • Serve as a primary resource for applicants, developers, grantees, City departments, funding partners, and regulatory agencies.
  • Prepare reports, recommendations, and presentations for City leadership, elected officials, advisory bodies, and other stakeholders.
  • Provide technical guidance and mentorship to project staff while resolving complex issues and improving program processes, policies, workflows, and customer service.
