Qualifications

• Experience in developing, administering and monitoring State and/or Federal grants and contracts.
• Knowledge of State purchasing procedures.
• Ability to coordinate and manage activities with other partners.
• Ability to demonstrate adaptability and flexibility and handle multiple tasks.
• Ability to work independently and exercise sound judgment while representing the Department's best interest.
• Requires the highest level of contract and grant management knowledge, skills and abilities.
• Excellent verbal and written communication skills with outstanding customer service.
• Ability to meet deadlines without sacrificing accuracy, customer service, or ethics.
• Ability to conduct research and provide reports and analyses as required.
• Ability to organize and prioritize work assignments and effectively handle multiple tasks to complete assignments on time.
• Knowledge based on managing federal, state, and/or local grants or contracts.
• Ability to interpret statutes, administrative rules, and federal regulations and explain these requirements.
• Public speaking ability.
• Ability to compile data from various sources and present it logically.
• Ability to create spreadsheets in Excel, documents in Word, and PowerPoint presentations.
• Ability to work independently and as a team member.

Responsibilities

• Exercise independent judgment in identification and development of contract and grant management resources, tools, and process improvements for the RIF program.
• Advocate for RIF and participate in team assignments, process improvements, and special projects; foster teamwork.
• Plan, facilitate, and assist in negotiating agreement changes; coordinate cost and price analysis; conduct audits and closeouts; maintain agreement logs.
• Develop and revise contract and grant related policies and procedures; identify resources; interpret statutes and rules; provide technical assistance.
• Facilitate administration of RIF contract and grant agreements; manage document reviews and approvals with other offices.
• Prepare risk analyses and monitoring plans for sub-grants; monitor progress via calls and visits; produce detailed reports.
• Review correspondence, payment requests, modifications, procurement documents; ensure compliance with requirements.
• Review sub-grant applications and prepare contract award documents.
• Maintain all contract files from execution to closeout; provide technical assistance to local governments and consultants.
• Participate in training workshops and webinars for local governments and consultants.
