Job summary

The Senior Grants Accountant at Fairbanks North Star Borough oversees the general ledger reporting for all grant activities, excluding procurement and payroll, ensuring compliance with federal, state, local laws and grant contracts.

You will supervise grants staff, maintain grant databases, coordinate audits, and support project managers with grant cost allocations and pass-through agreements with partner districts and nonprofits.

Qualifications

• Bachelor’s Degree in Accounting plus two (2) years’ grants administration experience, or CPA with two (2) years’ public accounting experience including one (1) year at senior level; or Bachelor’s Degree plus three (3) years as a professional accountant in government.
• Knowledge of GAAP/GAAS relating to grants and financial assistance; internal controls; government accounting and budgeting preferred.
• Recent analytical experience using a sophisticated financial management system.
• MS Word & Excel proficiency; Adobe Acrobat Pro or DC and Windows skills preferred.
• Experience with a modern integrated financial management system.
• Typing accuracy and 10-key by touch.
• Preferred: valid driver’s license and insurance compliance.

Responsibilities

• Account for all Borough grant transactions from initial application through close-out and audit, advising project managers on grant fund expenditures.
• Account for all grants and sub-grants per Borough Code and as with Borough grants from state/federal governments.
• Maintain grants database and filing system for funded projects and matches.
• Set up cost centers for local projects and prepare budget postings for general ledger; assist with drafting grant-related ordinances.
• Supervise grants staff; provide training to improve competence and efficiency.
• Monitor legislation and developments related to grants and financial assistance at federal, state, and local levels.
• Coordinate grants-related financial information with Controller, CFO, Mayor, Borough Attorney, and other departments.
• Assist project managers with drafting federal/state grant pass-through agreements with district and nonprofit organizations.
• Direct and coordinate audits; prepare grant-related audit work papers and single audit documents.
