Job summary

Nakupuna Solutions seeks a Transition Assistance Advisor to lead health-financing framework development and performance metrics. The role supports GHSD’s mission by shaping policy, MOUs, and country-specific transition plans with high-level advisory input and cross-sector engagement.

The Senior Advisor will leverage clinical and public health expertise to promote ownership and sustainability of health programs, working with partner governments and international partners.

Qualifications

• Advanced knowledge of health financing, health systems strengthening, and health systems integration.
• Strong understanding of global health security, health assistance modalities, and donor-to-country transition of health programs.
• Broad knowledge of health commodities, including diagnostics, therapeutics, and other emerging technologies.
• Demonstrated ability to design and apply frameworks that improve efficiency and effectiveness of clinical and financial resource use across health program areas.
• Deep experience working in international development and global health, including extended engagement with multilateral development institutions.
• Ability to translate multilateral development bank practices and instruments into practical guidance for USG health programming.
• Experience engaging with partner governments, donors, and other stakeholders on health systems, financing, and policy issues.
• Ability to provide strategic direction on health systems integration and resource efficiency.

Responsibilities

• Lead development and implementation of frameworks, metrics, and financing approaches that support partner governments in ownership of health programs.
• Provide high-level technical and policy advice to Department/Embassy leadership, informing bilateral health MOUs and policies.
• Engage with private sector and pharmaceutical industry to improve health outcomes.
• Advise on health financing mechanisms to increase partner governments' self-reliance.
• Contribute to policies related to health systems integration and efficient resource use.
• Counsel senior management on transition strategies considering country contexts.
