Job summary

Sigma Defense in Alexandria, VA seeks a Senior International Agreements Specialist to serve as the technical expert for planning, development, coordination, and execution of international defense agreements supporting RDT&E, acquisition, and security cooperation.

This role requires 10+ years in international agreements, deep regulatory knowledge, and the ability to advise senior leadership while coordinating with legal, policy, and technical teams. Must be a U.S. citizen with TS clearance.

Qualifications

• 10+ years of experience in international agreements or related fields.
• Proven expertise in developing, negotiating, and managing international agreements, and drafting technical and legal documents.
• Strong understanding of U.S. and international defense laws, regulations, and policies.
• Detail-oriented review, analysis, and strategic problem-solving.
• Coordinate with legal, policy, and technical experts and international partners.
• Provide strategic advice to senior leadership on complex international agreement issues.
• Must be a U.S. citizen.

Responsibilities

• Reduce agreement processing timelines, improve quality, staffing efficiency, and enable rapid execution of international defense cooperation activities.
• Develop, negotiate, review, and staff key bilateral and multilateral defense agreements.
• Cooperative RDT&E agreements (Memoranda of Understanding or Agreement).
• Task Plans, Project Arrangements/Agreements, and Technical Arrangements.
• Information/Data Exchange and Equipment/Material Transfer Agreements.
• Draft precise agreement language, reconcile comments, resolve staffing issues, and prepare final signature packages.
• Maintain milestone tracking, action item management, and agreement status reporting.
• Ensure all agreements comply with DoW international program requirements (ITAR, EAR, etc.).
