Job summary

Sigma Defense seeks a Mid-level International Agreements Specialist at the DoD Mark Center in Alexandria, VA to support RDT&E, acquisition, and security cooperation initiatives. You will plan, negotiate, review, and staff international defense agreements, coordinating with legal, policy, and technical experts.

Willingness to travel up to 25% and CIA-style compliance with ITAR/EAR are required. bachelor’s degree required (master’s preferred); direct operational experience may substitute; U.S.

Qualifications

  • Minimum 5 years in international agreements, defense cooperation, or related fields.
  • Proven expertise in developing, negotiating, and managing international agreements.
  • Proficiency in drafting and reviewing technical and legal documents.
  • Strong understanding of U.S. and international laws, regulations, and policies governing defense cooperation, foreign disclosure, and technology transfer.
  • Detail-oriented document review, analysis, and strategic problem-solving.
  • Demonstrated ability to coordinate with legal, policy, and technical experts, as well as international partners.
  • Proven ability to provide strategic advice to senior leadership on complex international agreement issues.
  • Must be a U.S. citizen.

Responsibilities

  • Reduce agreement processing timelines, improve agreement quality, and staffing efficiencies.
  • Travel frequency up to 25% as required.
  • Serve as principal technical expert for developing, negotiating, reviewing, staffing, coordinating, implementing, and amending international agreements.
  • Develop, negotiate, review, and staff key bilateral and multilateral defense agreements (e.g., RDT&E; information/data exchange; transfer agreements).
  • Draft precise agreement language, negotiate technical provisions, reconcile stakeholder comments, and finalize signature packages.
  • Identify and resolve issues to reduce staffing delays and prevent duplicity of work.
  • Maintain milestone tracking, action-item management, and agreement status reporting.
  • Ensure all agreements comply with DoW program requirements including ITAR/EAR and Fiscal Law.
