This hybrid role combines hands-on GIS development and systems support across Esri ArcGIS, C#, .NET, JavaScript, Python, SQL, ArcGIS Server, and CityWorks. The candidate will develop, maintain, troubleshoot, and modernize GIS applications, supporting critical GIS services across the organization with 60% onsite work and 40% remote, and will collaborate with GIS users and business stakeholders on

Qualifications

• 5+ years of professional application development experience.
• Strong experience with C#, .NET, Java/J2EE, JavaScript, HTML and Python.
• Hands-on experience with Esri ArcGIS technologies (ArcGIS Server, JavaScript API, Web AppBuilder, Collector, SDE, Mobile).
• Experience with SQL, including stored procedures and triggers and SQL Server and/or Oracle.
• Experience troubleshooting and supporting production applications and SSRS or similar reporting tools.

Responsibilities

• Develop, maintain, and enhance enterprise GIS applications and web-based solutions.
• Develop and support applications using ArcGIS Server, ArcGIS APIs, ArcGIS JavaScript API, and ArcGIS Web AppBuilder.
• Support the ArcGIS Server environment—troubleshoot, configure, maintain, and upgrade.
• Work with CityWorks and GIS web services supporting CityWorks applications.
• Maintain and enhance existing Facilities and Utility GIS applications and toolsets.
• Repair and upgrade legacy apps built with C#, Visual Studio 2010, and ArcObjects SDK 10.1.
• Use Python and ArcGIS ModelBuilder to automate GIS processes.
• Write and maintain SQL queries, triggers, and stored procedures.
• Work with relational databases, including SQL Server and Oracle.
• Develop reports using SSRS; troubleshoot production issues and propose technical solutions.
• Collaborate with GIS users, technical teams, and stakeholders on requirements.

About the Opportunity

Applied Technology Services (ATS) is seeking a Senior GIS Programmer / Systems Analyst to support a local government Office of Information Technology and its enterprise GIS program.

This is a hands-on development and systems support role for a GIS professional who enjoys working across Esri ArcGIS, C#, .NET, JavaScript, Python, SQL, ArcGIS Server, and CityWorks.

You will help develop, maintain, troubleshoot, and modernize GIS applications while supporting critical GIS services used across the organization.

What You'll Do

• Develop, maintain, and enhance enterprise GIS applications and web-based solutions.

• Strong analytical, communication, and problem-solving skills.

Nice to Have

• Bachelor's degree in Computer Science, Information Technology, Business, or a related field.

• Experience in systems analysis, application development, project management, or program analysis.

• Recent experience supporting a government or public-sector organization.

• Experience working with CityWorks.

• Experience maintaining or modernizing legacy ArcObjects applications.

• Experience working within a large enterprise GIS environment.

Work Schedule

This position is hybrid, with approximately 60% onsite and 40% remote work.

• Up to 2 remote days per week

• Onsite work is required in Towson, MD

• Remote work is available following onboarding, training, and equipment issuance.

• Fully remote and out-of-state employment are not available.
