Job Title: Senior Financial Services Analyst

DEFINITION

Under the direction of the Director of Finance, the Senior Financial Services Analyst is responsible for financial planning, reporting, forecasting, and analysis across the organization, with particular emphasis on financial trend analysis, evaluation of development deals, and management of special initiatives, such as the credit rating process. This role assists with preparing quarterly earnings materials, board presentations, and financial systems implementation, and provides overall finance support directly to the Director of Finance in partnership with all department directors.

The ideal candidate is highly inquisitive and resourceful, with a strong drive to understand the 'why’ behind the numbers, digging beneath the numbers to understand root causes, proactively seeking the information needed to answer tough questions, being comfortable navigating ambiguity to find practical solutions, and possessing strong interpersonal skills in working with staff across the agency.

ESSENTIAL FUNCTIONS

Financial Trending, Forecasting & Analysis

• Develop and maintain financial trending models to identify patterns, risks, and opportunities across business units; and
• Prepare rolling forecasts and long-range financial plans in collaboration with department heads; and
• Deliver high-quality, in-depth narratives explaining significant variances to prior year, budget, and forecast †highlighting key trends, drivers, and business implications; and
• Monitor key performance indicators and proactively flag emerging trends to the Director of Finance.

Development Deals

• Support financial evaluation, modeling, and due diligence for development deals and capital projects; and
• Analyze deal economics, project returns, and risk factors to inform decision-making.
• Track post-close performance of development deals against original underwriting assumptions.

Special Initiatives (Credit Rating Processing)

• Manage special initiative finance projects to agreed objectives, working under the supervision of the Director of Finance. Must be a self-starter, able to work independently, and manage projects with broad directives; and
• Prepare and maintain financial data, schedules, and disclosures required for credit rating agency submissions and reviews; and
• Coordinate with rating agencies and internal stakeholders to ensure timely, accurate reporting; and
• Monitor covenant compliance and credit metrics, alerting leadership to potential issues.

Reporting, Earnings & Board Support

• Assist in the preparation of quarterly earnings materials and support analysis; and
• Assist in the development of board presentations, ensuring accuracy, clarity, and alignment with organizational messaging; and
• Prepare ad hoc financial analyses and reports as requested by senior leadership.

Financial Systems & Process Improvement

• Assist with financial systems implementation, upgrades, and process improvements; and
• Identify opportunities to streamline reporting and forecasting processes through automation and improved data management.

Cross-Functional Partnership & Departmental Support

• Work closely with all department heads to gather data, validate assumptions, and align financial narratives; and
• Provide direct administrative and analytical support to the Director of Finance; and
• Assist in the overall management and operations of the Finance Department; and

MARGINAL FUNCTIONS

May be required to attend evening meetings. Performs special projects and other related work as required.

MINIMUM QUALIFICATIONS

A bachelor's degree with a major in Accounting or Finance, Accounting, Economics, or related field required ten (10) years of increasingly responsible management Administrative analytic work experience which included a minimum of five (5) years in a supervisory capacity, ten (10) years of financial management, accounting and financial reporting, preferably in a public agency or governmental setting. Experience with development deal analysis and/or credit rating processes strongly preferred.

A Master's degree in Accounting, Finance, or a closely related field is a plus. AND

Possess and maintain a valid California class C driver's license and an insurable driving record.

Equivalent combinations of education, training, and experience will be considered. Bilingual Skills in ASL, Mandarin, Cantonese, Vietnamese, and/or Spanish are a plus.

KNOWLEDGE OF

Financial management and administration principles and practices; government financial analysis, accounting procedures and financial control and reporting; principles and practices of cost accounting, internal control and audit procedures and practices; principles and practices of federal, state, and local laws, rules and regulations governing public agency financing; computer-based accounting and transaction processing systems; Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), Generally Accepted Auditing Standards (GAAS) and Housing and Urban Development (HUD) regulations.

ABILITY TO

Analyze complex accounting and financial problems that require interpretation of regulations, guidelines and compliance issues; prepare financial/accounting reports, statements and related documents; interpret laws, statutes and regulations pertaining to a variety of government accounting/financial programs; demonstrate effective leadership, supervise, train and, evaluate assigned staff; establish and maintain accurate records; effectively use computer technology; communicate effectively orally and in writing; establish and maintain effective working relationships with employees, public officials, agencies, the public and vendors.
